This platform called for the issue of more paper money, abolition of national banks, free coinage of silver, legislation to prevent trusts and corners, tariff reform, government ownership of railroads, and restriction of public lands to actual settlers. The next year, the annual convention of the Alliance was held at Ocala, Florida, and the Ocala platform was published.

With the failure of the movement for union, the Southern Alliance began active work in the Northern States; and when the Supreme Council, as the national body was now called, held its next meeting at Ocala, Florida, in December, 1890, delegates were present from state alliances of seven Northern and Western States, in addition to those represented at the St. Louis meeting.

Tillman had been regularly nominated in a Democratic convention, and South Carolinians had been trained to vote the party ticket. He was elected by a large majority. At the end of Tillman's first term two years later, he was again a candidate, and the convention which nominated him approved the Ocala platform.
