In the recent revolution in Nicaragua, which, it was generally admitted, might well have resulted in a general Central American conflict but for the intervention of the United States, the Government of Honduras was especially menaced; but fortunately peaceful conditions were maintained within the borders of that Republic.
It declared that Nicaragua had violated Costa Rica's rights, but, as the court had no jurisdiction over the United States, it declined to declare the treaty void. A similar decision in the case of Salvador was handed down on March 2, 1917.
In the case of a boundary controversy between Costa Rica and Nicaragua, President Cleveland appointed an arbitrator; Argentina and Brazil presented a similar problem which received the attention of Presidents Harrison and Cleveland. It fell to James. G. Blaine to revive the idea of a Pan-American conference which had been first conceived by Adams and Clay.

WASHINGTON, March 19, 1850. To the Senate of the United States: I herewith transmit to the Senate, for their advice in regard to its ratification, "a general treaty of amity, navigation, and commerce" between the United States of America and the State of Nicaragua, concluded at Leon by E. George Squier, chargé d'affaires of the United States, on their part, and Señor Zepeda, on the part of the Republic of Nicaragua.
As a boy, I grew up among the last wars of the world, when Nicaragua was taken and the dervishes wiped out. And I adopted it as a hobby, sir, as you might adopt astronomy or bird-stuffing. Is she prepared to acquiesce in any foreign power purchasing from Haiti a naval station on the Windward Passage, through which pass our steamer routes to the Isthmus?
Honduras got to fighting with Nicaragua; the government I had done business with went out of business; and the Nicaraguan army recruited all my labourers and mounted them on my mules and horses, swiped all my grub, and told me to go home. I went. Why stay?
