It really doesn't amount to anything. It was just after Jocelyn Thew had come back from Nicaragua and Dick Beverley was having a flare-up of his own in New York. They came together, those two, when Dick was in a tight corner. I don't know the story, but I know that Jocelyn Thew played the white man. Dick Beverley owes him perhaps his life, perhaps only his liberty, and his sister knows it.
It would have no authority to enter the territories of Nicaragua even to prevent the destruction of the transit and protect the lives and property of our own citizens on their passage. It is true that on a sudden emergency of this character the President would direct any armed force in the vicinity to march to their relief, but in doing this he would act upon his own responsibility.
It was the quality of the food assisted largely by exposure, irregular fasts, and aguardiente which made Nicaragua so fatal to the filibusters. The isthmus between the lake and the Pacific, swept nine months of the year by cool eastern breezes, is not unhealthy. As to the spirit which seemed to animate these men, it was certainly most discouraging.
It may be interesting to note that the ship was given to Nelson, who was recalled for that purpose from the expedition to San Juan, Nicaragua, one of the minor operations of the war. His health, however, prevented this command from being more than nominal, and not long afterward he returned to England with Cornwallis, in the Lion.
On the 7th day of March, 1848, articles of agreement were concluded by Captain Locke, on the part of Great Britain, with the commissioners of the State of Nicaragua in the island of Cuba, in the Lake of Nicaragua, a copy of which will be found in the correspondence relating to the Mosquito Territory presented to and published by the House of Commons of Great Britain on the 3d day of July, 1848, herewith submitted.
New envoys from Guatemala, Colombia, Bolivia, Venezuela, and Nicaragua have recently arrived at this capital, whose distinction and enlightenment afford the best guaranty of the continuance of friendly relations between ourselves and these sister Republics.
In the low ridge which separates the Lake of Nicaragua from the Pacific are several volcanic hills, most of them active; while further to the north-west, in the district of Conchagua scarcely more than one hundred and eighty miles in length there are upwards of twenty volcanoes.
Some in this Congress may choose to depart from this historic commitment, but I will not. This year we celebrate the second century of our Constitution. The Sandinistas just signed theirs 2 weeks ago, and then suspended it. We won't know how my words tonight will be reported there for one simple reason: There is no free press in Nicaragua.
It insures the Nicaragua Canal, a Pacific cable, great development on our Pacific coast, and the mercantile control of the Pacific Ocean. It imposes new and very serious business on our public men, which ought to dignify and elevate the public service.
Some unavoidable delay has occurred, arising from distance and the difficulty of intercourse between this Government and that of Nicaragua, but as intelligence has just been received of the appointment of an envoy extraordinary and minister plenipotentiary of that Government to reside at Washington, whose arrival may soon be expected, it is hoped that no further impediments will be experienced in the prompt transaction of business between the two Governments.
