A new naturalisation law was passed, requiring an alien to give three years' notice of his intention to change his allegiance a kind of period of repentance. The required time of residence was then raised to five years for the nation and one for the State.
On the question of naturalisation Bacon took the liberal and larger view. The immediate union of laws he opposed as premature. He was a willing servant of the House, and the House readily made use of him. He reported the result of conferences, even when his own opinion was adverse to that of the House.
To Gallus, more than to any other single poet, is due the naturalisation in Latin of the elegiac couplet, which, together with the lyrics of Horace and the Virgilian hexameter, makes up the threefold poetical achievement of the Augustan period, and which, after the Latin lyric had died out with Horace himself, halved the field with the hexameter.
On the sixth of December, a Whig member of the House of Commons obtained leave to bring in a bill for the Naturalisation of Foreign Protestants. Plausible arguments in favour of such a bill were not wanting. Great numbers of people, eminently industrious and intelligent, firmly attached to our faith, and deadly enemies of our deadly enemies, were at that time without a country.
"A man doesn't consider that side of things," I said, "when he's up against it as Ascher is." "Well, I'll do my best about the naturalisation papers. That'll be some help." "It's very hard to be sure," I said, "but I'm inclined to think that Ascher is right." "He's utterly wrong," said Gorman. "A man's country ought to come first always.
On the contrary, they settled down as resident Canadians, loyally supporting existing institutions and the Crown. Many of them, however, were Canadians by birth, returning to their native land, or the children of Canadians. But whether Canadian by parentage or naturalisation they are a splendid asset to the west.
But as these Indo-Scythian kings had not been long enough in India to secure admission to the social aristocracy of Hinduism by that slow process of naturalisation to which so many ruling families have owed their Kshatrya pedigrees, Kanishka, having himself no claim to caste, may well have preferred for reasons of state to favour Buddhism as a creed fundamentally opposed to caste distinctions.
At this epoch France was on her knees, beaten down by the German hand, her eyes blind with blood and tears. One thing alone could cheer her. I could do it, and I did. I applied for Letters of Naturalisation. Some weeks later I became a French citizen, and received a letter from M. ADOLPH CRÉMIEUX, then Minister of Justice, and never suspected of being a wag.
He had opposed the clause relating to Prince Albert's taking precedence of all, save the Queen, in the Naturalisation Bill. He was to make further objection to the husband's occupying his natural place by the side of his wife when the Queen opened and prorogued Parliament, and to the Prince's rights in the Regency Bill.
Not infrequently the decisive inducement to naturalisation on the part of immigrant aliens has been, and is, the desirability of divesting themselves of their rights of citizenship in the country of their origin. Not that the privilege and dignity of citizenship, in this or in any other country, is to be held of little account.
