In the long run every social organization must obtain the sanction of public opinion if it is to become a recognized institution, and in a democratic country like the United States no trust can become so independent or monopolistic that it can afford to disregard the public will and the public good, as certain American corporations have discovered to their grief.

The Roosevelt plan is that there shall be an industrial commission charged with the supervision of the great monopolistic combinations which have been formed under the protection of the tariff, and that the government of the United States shall see to it that these gentlemen who have conquered labor shall be kind to labor.

To avoid this danger, we must curb monopoly and provide aids to independent business so that it may have the credit and capital to compete in a system of free enterprise. I recommend that the Congress complete action at this session on the pending bill to close the loopholes in the Clayton Act which now permit monopolistic mergers.
