Together we've begun to mobilize the private sector, not to duplicate wasteful and discredited government programs, but to bring thousands of Americans into a volunteer effort to help solve many of America's social problems. Together we've begun to restore that margin of military safety that ensures peace. Our country's uniform is being worn once again with pride.

In my last letter I scoffed at the idea of a great war. But when we came back from Limehouse to-night the papers told us that the Kaiser had signed the order to mobilize. Austria in; Serbia in; Germany, Russia and France in. Hughes tells me that England is shortly to follow, and I suppose there is no doubt of it.

The laws which make food conservation possible, which direct shipping, mobilize railroads, control industry, regulate wages, prescribe many of the habits of life to fit the war, all rise out of the experience of the people. There is a vast amount of the "consent of the governed" in this whole war game, so far as the Allies are concerned.

We can do this by fashioning a new partnership between the Congress on the one hand, the White House on the other, and the people we both represent. Let us mobilize the most powerful and most creative industrial nation that ever existed on this Earth to put all our people to work. The emphasis on our economic efforts must now shift from inflation to jobs.

We are not building an active force adequate to carry on full scale war, but we are putting ourselves in a position to mobilize very rapidly if we have to. This year I shall recommend some increases in the size of the active force we are building, with particular emphasis on air power.
