Even if people were not more favourably disposed towards the government in itself than before, yet, after having found themselves, although but for a moment, on the verge of a real mob-rule, all men who had anything to lose viewed the existing government in a different light; it was notoriously wretched and pernicious for the state, but the anxious dread of the still more wretched and still more pernicious government of the proletariate had conferred on it a relative value.

These were Montesquieu, Voltaire, and Rousseau. The first was by no means a revolutionist, for he decided in favour of a mixed form of government, like that of England, which guaranteed the State against the dangers of autocracy, oligarchy, and mob-rule. Only by a ricochet did he assail the French monarchy.
There is mob-rule in minds as in communities, but the Countess had her appetites in excellent drill. This pic-nic surrendered, represented to her defeat in all its ignominy. Government by the people must ever rest upon the people's ability to govern themselves, upon their intelligence and public spirit. The slum stands for ignorance, want, unfitness, for mob-rule in the day of wrath. This at one end. At the other, hard-heartedness, indifference, self-seeking, greed. It is human nature.
And the same imbeciles, if not canailles, speak of a mob-rule over the President, etc. Some one ought to enlighten those French and English supercilious ignorami that something like a mob only prevails in such cities as New York, Philadelphia, and Baltimore; and nine-tenths of such a mob are mostly yet unwashed, unrepublicanized Europeans.
