The strongest side of Minto's criticism lay in his combination of sufficiently sound and wide knowledge of the past with a distinct and rather unusual sympathy with the latest schools of literature as they rose. He was untainted by the florid style of his day, but wrote solidly and well.

In the meantime it had left an indelible mark on Indian history, and many innocent victims paid with their lives for the extraordinary supineness displayed during those first disastrous two years of Lord Minto's administration.
Lord Minto's expeditions of 1810 and 1811 had captured the islands swept by the French privateers from Madagascar to Java, and there was soon an end of the active hostility of the authorities to Christianity. Sir Stamford Raffles governed Java in the spirit of a Christian statesman.

Within a few weeks of Lord Minto's arrival in India the Unionist Government who had appointed him fell, and a Liberal Government came into power who could not be expected to display any special consideration for their predecessors nominee unless he showed himself to be in sympathy with their policy.
However pacific Minto's policy was, he did not shut his eyes to the necessity of guarding the coasts and commerce of India against the enemy who still dominated Europe, and had not wholly abandoned his visions of eastern conquest. We have seen already that the "half way" naval station at the Cape of Good Hope had been retaken from the Dutch in 1806, the year in which the Berlin decree was issued.
It is difficult to believe that Lord Minto's position would not have been stronger had he not allowed the Governor-General in Council to suffer such frequent eclipses.
From a verandah opposite the Viceroy, we watched the new comers making their bows; ladies, soldiers, sailors, civilians, single or married passed, and never were two bows or curtseys absolutely alike, nor were two walks, but the Viceroy's bow and Lady Minto's pleasant smile and half look of recognition were equally cordial to all.
