Particularly, in reply to a remonstrance of the United States, a blockade of the whole coast of Martinique and Guadaloupe, proclaimed by a British admiral, was countermanded; instructions being sent him that the measure could apply only to particular ports, actually invested by sufficient force, and that neutrals attempting to enter should not be captured unless they had been previously warned.
Events occurred which early suggested a deviation from the combinations noticed above. In the last days of 1803, hearing that the English were about to attack Martinique, he at once wrote to Gantheaume, urging him to despatch the Toulon squadron under Admiral Latouche-Tréville for the rescue of this important island.
As that island was then in the enemy's hands, he could get no anchorage there, and so might be driven to leeward of his opponent, exposing Barbados. It is perhaps needless to point out that had he been to windward of Martinique when De Grasse first arrived, as Hood wished, he would have been twenty to twenty, with clear ground, and the antagonist embarrassed with convoy.
In his first voyage, Black Beard directed his course to the Bermudas, and meeting with two or three English vessels, emptied them of their stores and other necessaries, and allowed them to proceed. The French fleet had thus lost three from its line-of-battle since leaving Martinique.
In like manner the French Guadeloupe merges in Martinique. The intrinsic importance of these positions consists in the fact that, being otherwise suitable and properly defended, they are the nearest to the mother-countries, between whom and themselves there lies no point of danger near which it is necessary to pass.
All the way from the Champs Elysees the huge piece of fool's tackle had lumbered and creaked hither across the sea to Martinique, and was now making the round of the islands, and a very profitable round, to judge from the number of its customers.
