They were shortly afterwards followed by a letter from Barros to the same purport, but without any specific accusation against Lobo, whom he nevertheless represented as about to fly from Maranham in order to evade the punishment due to his crimes! Upon this I addressed to him the following letter demanding specific charges against the interim President: Maranham, 10th March, 1825.
He had witnessed the scene from a balcony, and administered a severe rebuke for my foolhardiness in swimming off into the river, particularly during the young flood, which brought the voracious monsters in from the sea. Lord Cochrane's plan had for its object nothing less than the annexation of the whole province singlehanded and without a blow. Thus the Imperial government at Rio de Janeiro will be relieved from considerable disbursement, and the officers and seamen notwithstanding the great additional trouble to which they have been put will be satisfied, so far as regards their claim to the value of their captures in compensation for their services at Maranham.
The political turmoils which Lord Cochrane found to be prevalent in Rio de Janeiro, on his return from Maranham, were, as he had anticipated, very disastrous to the whole Brazilian empire. The unpatriotic action of men in power at head-quarters encouraged yet more unpatriotic action in the outlying and newly-acquired provinces.
Deducting this sum from the total of 217,659 dollars, would leave 108,923 dollars to be accounted for otherwise than as "indemnifieation." This also is, no doubt, correct. The inhabitants of Maranham cheerfully agreed to pay and subsist the squadron, provided it remained amongst them to preserve the order which had been restored, and the offer was accepted by me.
On the 20th of August the Portuguese troops were ordered to depart for Lisbon Maranham being thus entirely freed from the presence of the armaments upon which the mother country had relied for the maintenance of her Northern provinces; this result, wholly unexpected by the Imperial Government or the nation, having been accomplished within the space of a few months, by measures adopted on my own responsibility.
Reference has been previously made to the zealous conduct of the consular officials of the North. It has been shown that at Maranham, Cayenne, Paramaribo, Cadiz, and Gibraltar, the respective Yankee Consuls acted upon the broad principle that every Confederate was the natural enemy of the United States, and a rebel to boot.
No sooner were the Portuguese out of port, with their sails set for Maranham, where they hoped to join other ships and troops, and so augment their strength, than Lord Cochrane proceeded to follow them and dog their progress. His scheme was a bold one, but as successful as it was bold.
