The "notice to quit" gave for reasons that the tenure of the Manchurian littoral by Japan would menace the security of the Chinese capital, would render the independence of Korea illusory, and would constitute an obstacle to the peace of the Orient.

It was reported that one man they took off in this fashion was flogged to death. Reports were beginning to come in from other parts. There had been demonstrations throughout the north, right up to Wiju, on the Manchurian border.

"Don't fear for them," said an English fellow-traveler, a man who had passed his life in camps; "they will give a splendid account of themselves." "I know it," was my answer; "but I am thinking of fever and frost and Manchurian winter: these are more to be feared than Chinese rifles ."

Upon his death, in 1626, his victories were continued by his son, who overthrew the reigning dynasty and was proclaimed Emperor of China. And that wretched youth who is to-day obscured and dominated by the powerful Empress Dowager at Pekin is the lineal descendant of Tai-Tsu and the last representative of the Manchurian Dynasty, which has ruled China for nearly four centuries.

Her foremast carried square sails; her main and mizzen masts were schooner-rigged. Under steam her speed did not exceed six knots. The equipment included a generous outfit of scientific instruments, a supply of dogs and sledges, ten Manchurian or "Shetland" ponies, and a gasoline motor-car.

Before I proceed to our further equipment, I must say a few more words about the dogs. The greatest difference between Scott's and my equipment lay undoubtedly in our choice of draught animals. We had heard that Scott, relying on his own experience, and that of Shackleton, had come to the conclusion that Manchurian ponies were superior to dogs on the Barrier.

But the war with Russia and the collapse of the Tsar's Manchurian adventure not only drew her back into territory that she never hoped to see again, but placed her in possession of a ready-made railway system which carried her almost up to the Sungari river and surrendered to her military control vast grasslands stretching to the Khingan mountains.

The date for restoring the South Manchurian Railway to China shall fall due in the 91st year of the Republic or 2002. Article 12 in the original South Manchurian Railway Agreement providing that it may be redeemed by China after 36 years from the day on which the traffic is opened, is hereby cancelled. The term of the Antung-Mukden Railway shall expire in the 96th year of the Republic or 2007.

It is nothing less than complete withdrawal from Shantung, with possibly a strictly commercial concession at Tsing-tao and a real, not a Manchurian, Open Door.

It is for this reason that foreigners resident in Shantung, no matter in what part, say that they see no sign whatever that Japan is going to get out; that, on the contrary, everything points to a determination to consolidate her position. How long ago was the Portsmouth treaty signed, and what were its nominal pledges about evacuation of Manchurian territory?
