If there existed in America a class of citizens whom the legislating majority sought to deprive of exclusive privileges, which they had possessed for ages, and to bring down from an elevated station to the level of the ranks of the multitude, it is probable that the minority would be less ready to comply with its laws.

In the year 1774, we find the same yearly meeting legislating again on the same subject. At this meeting also all the members of it were cautioned and advised against acting as executors or administrators to estates, where slaves were bequeathed, or likely to be detained in bondage. In the year 1776, the same yearly meeting carried the matter still further.

But the Senate evinced no enthusiasm for this patch-work legislation. The difficulty of legislating for California was increased by the disaffection of the Southern wing of the Democratic party. Calhoun was suspected of fomenting a conspiracy to break up the Union.

We have assured the world that America's full gold stock stands behind our commitment to maintain the price of gold at $35 an ounce. We must back this commitment by legislating now to free our gold reserves. Americans, traveling more than any other people in history, took $4 billion out of their country last year in travel costs.

That there should be some diversity of interests is perhaps an advantage, since the necessity of legislating equitably for all gives legislation its needful safeguards of caution and largeness of view.

With the National League standing between them and the landlord, with the British Parliament legislating year after year in favour of the Irish tenant and against the Irish landlord, and with the philanthropic public ready to respond to any appeal for help made on their behalf, the tenants at Gweedore naturally became a privileged class.

One wonders that the Concordat between Parliament and the Army, arranged by Cromwell and the other Army- chiefs in the preceding November, was not snapped on the instant. One wonders that the Army did not wheel in mass round Westminster, haul the legislating idiots from their seats, and then undertake in their own name both the war and the general business of the nation.

Today, too, the work of government is far more complex than in our early years, requiring more time to learn and more time to master the technical tasks of legislating. And a longer term will serve to attract more men of the highest quality to political life.

Following closely the argument in Dulaney's pamphlet, which he held up as a masterly performance, the Great Commoner declared that "taxation is no part of the governing or legislating power." He was told that America had resisted. "I rejoice that America has resisted," he cried in words that sounded a trumpet call throughout the colonies.

Not only years but generations must pass before Russia can assume the appearance of Germany, France, or England. The metamorphosis may be accelerated or retarded by good government, but it could not be effected at once, even if the combined wisdom of all the philosophers and statesmen in Europe were employed in legislating for the purpose.
