Christ, as a teacher of law and morals, legislates for the heart. Men can take cognizance only of deeds. They can not know the heart. Hence they can judge it only by outward manifestations. But Christ knew what was in man. Hence He could legislate for man's thoughts, as well as his deeds.
"State Socialism" gives the workingman as a citizen certain carefully measured political rights, and legislates actively in his behalf as a profit-producing employee at work, but its policy is reversed the moment it deals with him and his organizations as owners and sellers of labor.
But when the law declares that the lapse of time changes possessor into proprietor, it supposes that a right can be created without a producing cause; it unwarrantably alters the character of the subject; it legislates on a matter not open to legislation; it exceeds its own powers.
