It is the people leaderless who are making havoc in Russia. This is merely to note the mortal fallibility of man, most fallible when herded in groups and prone to do in the aggregate what he would hesitate to do when left to himself and his individual accountability. Under a wise dispensation of power, despotism, we are told embodies the best of all government.
And when he saw the people standing leaderless and bewildered, he had been seized with his old fighting spirit, and had rushed forth to lead them. Then, the danger being over, he had slipped quietly back to his hiding-place. There he remained hidden from all the world as before, until he died and was buried beside his friend.
But even if you were then silent, tell us now at least: what ought we to have done under the circumstances? Leave the legions leaderless? Would they have failed to fill both Macedonia and Italy with countless evils? Commit them to another?
Adriano again wobbles and swears vengeance; the capitol is set on fire with Rienzi and Irene inside; at the last moment Adriano repents and rushes in to die with them; the building falls with a crash, destroying the three; and as the curtain falls the patricians such as are left seeing the people leaderless, fall upon and scatter them.
The torment was over. Even that day the healing would begin. The survivors of the people scattered over the country leaderless, lawless, foodless, like sheep without a shepherd the thousands who had fled by sea, would begin to return; the pulse of life, growing stronger and stronger, would beat again in the empty streets and pour across the vacant squares.
There was just enough of bewildered, leaderless indecision to settle the matter. The sabres swept flashingly around the squad of redskins, and all they had to do was to surrender. It is a mere novelist's blunder to suppose and to write that red men have not sense enough to give it up when there is no use in fighting any more.
The flash of uniforms was in the eyes of all, and the note of triumphant music in every ear. What were the Yankees, anyway, but a leaderless horde? They could never triumph over such men as these, Morgan, Stuart, Wood, Harley, Hill, not to mention the peerless chief of them all, Lee, out there, always watching.
There was a moment of extreme danger of an attack by the leaderless rebels on the king and his companions, but the ready promises of the king, his natural gifts of pretence, and the strange attachment which the peasants showed to him through all the troubles, tided over a little time until they had been led outside of the city gates, and the armed forces which many gentlemen had in their houses in the city had at last been gathered together and brought to where they had the disorganized body of rebels at their mercy.
The men-at-arms poured forth with sword or pike, and in turn went out of sight. They appeared to be leaderless, dashing forward in no particular formation, yet, like the horses, they knew their business.
This time it was the Midianites who overran the land, and held the leaderless people in most abject slavery. With them were joined two other nations, the Amalekites and the Children of the East. When the crops were almost ready to harvest, these raiders swooped in in great numbers and destroyed all the crops and drove away all the stock.
