Never will the Cardinals in conclave assembled agree among one another to crown the man who has ruled them all during a reign. Old Lambruschini had taken all his measures to secure his election. There were very few Cardinals who had not promised him their voices, and yet it was Pius IX. who ascended the throne.

We returned to our hotel, and I immediately wrote to Cardinal Luigi Lambruschini, Secretary of State for Foreign Affairs. We took the letter to his house, but he was at dinner, and the servant informed us he must not be disturbed. We could leave the paper, and it would be given to the Cardinal. If we returned at six o'clock we should have an answer. We left the papers.

He is one of the most brilliant preachers in the Church, and as mischievous in his way as Lambruschini himself. His business is to keep the popular enthusiasm over the Pope from subsiding, and to occupy the public attention until the Grand Duke has signed a project which the agents of the Jesuits are preparing to lay before him.

"That's likely enough." "Very well, then; shall we wait here, meekly sending in petitions, till Lambruschini and his pack have persuaded the Grand Duke to put us bodily under Jesuit rule, with perhaps a few Austrian hussars to patrol the streets and keep us in order; or shall we forestall them and take advantage of their momentary discomfiture to strike the first blow?"

When the great political crisis of 1848 occurred, Foresti hastened to Europe; Pius IX., at the urgent prayer of his sisters and cousins, offered him free entrance to his dominions, a favor his predecessor might have granted but for the strong opposition of Cardinal Lambruschini.

The nomination of Cardinal Gizzi to the Roman State Secretaryship in place of the universally detested Lambruschini had raised the public enthusiasm to its highest pitch; and Montanelli was just the man who could most easily sustain it.

Pure justice not existing, everybody concerned in the administration of what is substituted for it is despised, often most unjustly, as being a participator in the imposture." See book vii., chap. x. Monsignor Marini, who was head of the police under Gregory XVI., and the infamous tool in all the arrests and cruelties of Lambruschini, was made a cardinal by the present Pope.

No wonder that Lambruschini and Marini, the chief actors in the atrocities committed under Gregory, resisted that amnesty by which Pietro Leoni, and hundreds more, were raised from the grave, as it were, to proclaim their villanies.

Having concluded a Concordat with the Czar, which was signed at Rome on the 3rd August, 1847, by Cardinal Lambruschini, on the part of the Holy See, and Counts Bloudoff and Boutenieff, on the part of Russia, Pius IX., in a consistory held on 3rd July of the same year, instituted bishops for the following Sees of the Russian Empire: The Metropolitan Church of Mohilow, the united dioceses of Luccoria and Zitomeritz, in Volhynia, the diocese of Vilna, in Poland, and a coadjutor, with right of succession, for the archbishopric of Mohilow.

Intellectual progress is good, renovation of the formulas according to the spirit of the times is also good, a Catholic reform is excellent. I hold with Rafaello Lambruschini, who was a great man; with the 'Pensieri di un solitario'; but it appears to me that Professor Minucci is advocating a reform of an eminently intellectual nattire, and that " Here Dane lifted his small, white, refined hand,
