Of this class was a contribution of half a million pesos toward the expenses of the war with the Carlists to secure the succession of Isabel II, and Sunday collections for the benefit of the Spanish soldiers in Cuba, for the sufferers by the inundations in Murcia, the earthquakes in Andalusia, etc. From 1870 to 1876 a series of laws and ordinances relating to finances were promulgated.
Besides the climatic question, which I have already sufficiently discussed, and the obvious inconveniences of a scanty supply of charcoal, of fuel, and of timber for architectural and naval construction and for the thousand other uses to which wood is applied in rural and domestic economy, and in the various industrial processes of civilized life, the attention of European foresters and public economists has been specially drawn to three points, namely: the influence of the forests on the permanence and regular flow of springs or natural fountains; on inundations by the overflow of rivers; and on the abrasion of soil and the transportation of earth, gravel, pebbles, and even of considerable masses of rock, from higher to lower levels, by torrents.
The Round City being subject to periodical inundations, the government buildings were gradually transferred to the eastern side of the river. The Royal Palaces, in the grounds called the Harim, which were fully three miles in extent, occupied the site similar to that from Westminster to the City. At one time there were as many as twenty-three palaces within the royal precincts.

The labouring at the salt-works of Porto Cabello being extremely unhealthy, the poorest men alone engage in it. They collect the salt in little stores, and afterwards sell it to the shopkeepers in the town.
It is unique also in the regularity of the annual inundations, which begin on almost the same day, continue the same length of time, and rise to an almost similar height each year, and have done so annually for untold centuries. In our land a flood is a disaster causing loss and sorrow; in this country it is a blessing producing wealth and joy.
In the same century a series of marine inundations opened an immense gap in Northern Holland and formed the Gulf of the Zuyder Zee, killing about eighty thousand people. In 1421 a storm caused the Meuse to overflow, and in one night buried in its waters seventy-two villages and one hundred thousand inhabitants.
Villages, which at a distance appear to be surrounded with water, are, on a nearer approach, discovered to be situated on heights, mostly artificial, by which they are raised above the inundations of the Nile.
They promised the co-operation of the States in this most important enterprise of their ally, notwithstanding their great losses in the war just concluded, and the diminution of revenue occasioned by the inundations by which they had been afflicted; for they were willing neither to tolerate so unjust an usurpation as that attempted by the Emperor nor to fail to second his Majesty in his generous designs.
