Carmel; in reinforcing ties with the newly emerged State of Israel; in the extension of the International Endowments in the Holy Land; in the initiation of the preliminary measures for the establishment of the Bahá’í World Administrative Center, as well as in their participation in four successive intercontinental Teaching Conferences; in their extensive travels in African territories, in North, Central and South America, in the European, Asiatic and Australian Continents.
The intermediate ballistic missiles, Thor and Jupiter, have already been ordered into production. The parallel progress in the intercontinental ballistic missile effort will be advanced by our plans for acceleration. The development of the submarine-based Polaris missile system has progressed so well that its future procurement schedules are being moved forward markedly.
The following five Hands, who, in their capacity as members of the International Bahá’í Council, are closely associated with the rise and development of the institutions of the Faith at its World Center, have been chosen to act as my special representatives at this second series of Intercontinental Conferences: Amatu’l-Bahá, Rúhíyyih, accompanied by Lutfu’lláh Hakím, member of the International Council, at the Kampala Conference; Mason Remey, at the Sydney Conference; Ugo Giachery, at the Chicago Conference; Amelia Collins, at the Frankfurt Conference; and Leroy Ioas, at the Djakarta Conference.
During the past year, our long-range striking power, unmatched today in manned bombers, has taken on new strength as the Atlas intercontinental ballistic missile has entered the operational inventory. In fourteen recent test launchings, at ranges of over 5,000 miles, Atlas has been striking on an average within two miles of the target.
With their inter-American tasks and responsibilities virtually discharged, their intercontinental mission enters upon its most glorious and decisive phase. “The moment this Divine Message,” ‘Abdu’l-Bahá Himself has written, “is carried forward by the American believers from the shores of America and is propagated through the continents of Europe, of Asia, of Africa, and of Australasia, and as far as the islands of the Pacific, this community will find itself securely established upon the throne of an everlasting dominion.”
The protection of the lives and property of Americans from foreign enemies is one of my primary responsibilities as President. In a world of instant communications and intercontinental ballistic missiles, in a world economy that is global and interdependent, our relations with other nations become more, not less, important to the lives of Americans.

The Arias intercontinental ballistic missile program has been marked by rapid development as evidenced by recent successful tests. Missile training units have been established and launching sites are far along in construction. New aircraft that fly at twice the speed of sound are entering our squadrons.
