"In February Angelina addressed the committee of our legislature on the subject of slavery and the slave trade in the District of Columbia and Florida, and the inter-state slave trade, during three sittings of two hours each, in the Representatives' Hall in Boston, before a crowded audience, stowed as close as they could stand in every aisle and corner.

For another generation or two any solution of the problem of corporation control, and of all the other critical problems connected therewith, will be complicated, confused, and delayed by the inter-state commerce clause, and by the impossibility, under that clause, of the exercise of any really effective responsibility and power by the central government.

From the standpoint of giving complete control to the National Government over big corporations engaged in inter-State business, it would be impossible to over-estimate the importance of the Northern Securities decision and of the decisions afterwards rendered in line with it in connection with the other trusts whose dissolution was ordered.

But all large inter-state corporations are more or less in the same situation. Corporations such as the Standard Oil Company and some of the large New York life insurance companies are confronted by the alternative either of going out of business in certain states, or of submitting to restrictions which would compromise the efficiency of their whole business policy.

Many states forbid the employment of children under fourteen years of age in factories and mills but in North and South Carolina, in Georgia and Alabama, children under fourteen are still permitted to labor in factories ten or twelve hours a day. To reach this evil from the Federal standpoint, the powers of the Inter-State Commerce Commission should be invoked.
