The antagonism of the United States Government against Huerta was so marked that at length the anxious South American Powers urged that they be allowed to mediate between the two; and the United States readily accepted this happy method of proving her real devotion to arbitration and of reestablishing the harmony of the Americas.
Accordingly, when Zapata and his bandit hordes gave signs of returning to their old ways, refusing to "stay bought," President Madero sent General Huerta back into Morelos, at the head of a strong force of cavalry, mountain artillery, and machine guns, numbering altogether 3,500 men, with orders to put down Zapata's new rebellion "at any cost."
It is upon no common occasion, therefore, that the United States offers her counsel and assistance. All America cries out for a settlement. A satisfactory settlement seems to us to be conditioned on Huerta to bind himself not to be a candidate for election as President of the Republic at this election; and
Taft meanwhile had sent troops to the border, stray bullets from across the line killed a few American citizens and the demand for intervention began. Madero was soon overthrown by General Victoriano Huerta, who became provisional president.

All the huerta folk were running in terror to have a look at the poor creature; a spectacle that she herself did not dare to gaze upon because she was thinking of her own son. If her Pascualet, as tall and sturdy as a tower, were to meet with the same fate as that unfortunate child!...
The interpretation of the casual reader was that Great Britain was determined to seat Huerta in the Presidency against the determination of the United States to keep him out. The attitude of the Washington cabinet was almost bitter at this time against the British Government.
Though Carranza was willing to have the Constitutionalists represented, if the discussion related solely to the immediate issue between the United States and Huerta, he declined to extend the scope of the conference so as to admit the right of the United States to interfere in the internal affairs of Mexico. The conference accomplished nothing so far as the immediate issue was concerned.
It was generally hoped, at the same time, even by those who condemned these murders as barbarous, that General Huerta might still prove himself a wise and able ruler, no matter how severe.
So far as a meeting between a British diplomat and the President of the United States could solve the Mexican problem, that problem was apparently solved. The dearest wish of Mr. Wilson, the elimination of Huerta, seemed to be approaching realization, now that he had persuaded Great Britain to support him in this enterprise.
