It was easier to lord it over princes who were hated by many of their own subjects than to quell the animosity which was roused by attempted domination in the Eternal City. The Pope was able sometimes to elect a partisan of the Guelf party as emperor.

Lucca was the old seat of the dukes and marquises of Tuscany. But between the years 1200 and 1250 Florence assumed the place she was to hold thenceforward, by heading the league of Tuscan cities formed to support the Guelf party against the Ghibellines.

'The Guelf party, writes Giovanni Villani, 'forms the solid and unalterable basis of Italian liberty, and is so antagonistic to all tyranny that, if a Guelf become a tyrant, he must of necessity become at the same moment Ghibelline. Milan, first to assert the rights of the free burghs, was now the chief center of despotism; and the events of the next century resume themselves in the long struggle between Florence and the Visconti.

On his side was Cologne, the great mart of Lower Germany, so important from its close trading relations with England, and now gradually shaking itself free of its archbishops. The friendship of Canute of Denmark and the Guelf tradition combined to give him his earliest and greatest success in the North.

The nobles had, nevertheless, a bond with the emperor, being of the same Teutonic stock, and the burghers often sought the patronage of a very powerful pope, hoping in this way to maintain their well-loved independence. But often Guelf and Ghibelline had no interest in anything outside the walls of Florence. The Florentine blood was hot and rose quickly to avenge insult.

A fair comprehension of the Divina Commedia is impossible without some knowledge of the factions that rent Florence; of the wars of Guelf and Ghibelline; of the spirit that banished Dante, and gave him an humble tomb in Ravenna instead of a sepulchre in the pantheon of Santa Croce. Shakespeare was a child of his age; it had long been preparing for him; its expression culminated in him.

Thus Siena, excluded from maritime commerce by its situation, remained, broadly speaking, faithful to the Ghibelline party; while Perugia at the distance of a few miles, equally debarred from mercantile expansion, maintained the Guelf cause with pertinacity.

In fact, it was this second expedition of Frederick to Italy which opened the long contest between Ghibelline and Guelf, a contest only to be ended by the practical destruction of one or other of the parties.

Thus, despite his promises of 1201 and 1209, to recover to the Papacy all the lands and rights which it claimed, he began to realise that the task to which he must give himself was the restoration of the connection between Italy and Germany, which had been entirely broken since Henry VI's death. In fact, this Guelf prince took up the work of the Hohenstaufen.

In this way Italy came to be divided into the two world-famous factions known as Guelf and Ghibelline. The struggle between Guelf and Ghibelline was the struggle of the Papacy for the depression of the Empire, the struggle of the great burghs face to face with feudalism, the struggle of the old Italie stock enclosed in cities with the foreign nobles established in fortresses.
