Every one of the subjects lives under the very eye, and almost, it may be said, in the hands, of one of the masters in closer intimacy with him than with any of her fellow-subjects; with no means of combining against him, no power of even locally over-mastering him, and, on the other hand, with the strongest motives for seeking his favour and avoiding to give him offence.
The syndics and collectors had much work and responsibility, with little pay and no chance of promotion. Honest and capable men were much averse to taking such places and often tried to escape it. The dishonest acquired illicit gain in them, at the expense of their fellow-subjects.

The students a powerful and an organized class stood foremost in this patriotic movement. They would take care, they said, to choose representatives who should no more endure those who had been for the Exclusion Bill, than the last parliament had the abhorrers of the association; and thus not only endeavoured to keep up his majesty's resentment against a part of their fellow-subjects, but engaged themselves to imitate, for the purpose of retaliation, that part of the conduct of their adversaries which they considered as most illegal and oppressive.
For this purpose some armed sloops and cutters were stationed on the coasts of America, whose commanders had authority to act as revenue officers, and to seize all ships employed in that contraband trade, whether belonging to foreigners or fellow-subjects.
Nor does his condition differ from that of his fellow-subjects by an exemption from any law, but by a greater number of duties, and stricter obligations to the performance of them; and I am not able to conceive how our constitution can be endangered by augmenting an army, which, as it can only act in conformity to it, can act only in defence of it.
