The people have a vital interest in the conservation of their natural resources; in the prevention of wasteful practices; in conditions of destructive competition which may impoverish the producer and the wage earner; and they have an equal interest in maintaining adequate competition.
By the latter year all parties were earnestly striving to capture the labor vote, and in particular the Democratic and Progressive platforms embodied most of what the wage earner had been demanding for the previous generation.
In order to do away with the economic waste of profitable "human material" and the still more serious exhaustion of the supply, the propertyless wage earner or salaried man for the first time obtains a definite status in the official political economy; he becomes the property of the nation viewed "as a business firm," a part of "our" capital.
But in the form of pure Anarchism, this revolt has remained weak and sporadic. It is Syndicalism, and the movements to which Syndicalism has given rise, that have popularized the revolt against parliamentary government and purely political means of emancipating the wage earner. But this movement must be dealt with in a separate chapter.
Hence, on the one hand, it was urged that the rate of wages would tend to adapt itself to the necessities of the wage earner, that in proportion as his necessities were met from other sources his wages would fall, that accordingly the apparent relief would be in large measure illusory, while finally, in view of the diminished stimulus to individual exertion, the productivity of labour would fall off, the incentives to industry would be diminished, and the community as a whole would be poorer.
If the productive organization has at its command a plentiful supply of capital; if in the community there are many men possessed of a high order of business ability; if then, labor for the commoner tasks of production is relatively scarce, the work of the ordinary wage earner will be a means of adding considerably to the total of market values produced.
But every man there was a simple wage earner whose horizon was bounded by that which his wage opened up. For the rest he was left guessing, but more often fearing.
The intellectual, financial, and industrial interests of the country and the publicist, the wage earner, the farmer, and citizen of whatever occupation must cooperate in a spirit of high patriotism to promote that national solidarity which is indispensable to national efficiency and to the attainment of national ideals.
Each called for federal legislation to protect the employees of transportation companies, but looked to the states for the relief of employees engaged in manufacturing.
