The act of the 6th of August last, "to provide for the better organization of the Treasury and for the collection, safe-keeping, transfer, and disbursement of the public revenue," has been carried into execution as rapidly as the delay necessarily arising out of the appointment of new officers, taking and approving their bonds, and preparing and securing proper places for the safe-keeping of the public money would permit.

My conviction of the necessity of further legislative provisions for the safe-keeping and disbursement of the public moneys and my opinion in regard to the measures best adapted to the accomplishment of those objects have been already submitted to you.

The case is one which imperatively claims the attention of Congress and furnishes the strongest motive for the establishment of a more severe and secure system for the safe-keeping and disbursement of the public moneys than any that has heretofore existed.

A general cheer greets the widow as she is led into the room by the corporal for she had asked many of her friends as well as the crew of the Yungfrau, and many others came who were not invited; so that the wedding day, instead of disbursement, produced one of large receipt to the happy pair. "Now then, corporal, you must open the ball with your lady," cried Bill Spurey. "Mein Gott, yes."

In intimate connection with the question of revenue is that which makes provision for a suitable fiscal agent, capable of adding increased facilities in the collection and disbursement of the public revenues, rendering more secure their custody, and consulting a true economy in the great, multiplied, and delicate operations of the Treasury Department.

The current expenses of her household amounted annually to the sum of three hundred and forty-five thousand livres, an enormous outlay for that period; while she was so lavish to her favourites that she was constantly applying for further supplies; and on one occasion, when these were withheld, had actually pawned the crown jewels, which it was necessary to redeem by a disbursement from the public treasury.

Accounts of the whole money seized, were forwarded to the Minister of Marine at Valparaiso, as well as vouchers for its disbursement, and in due course, I received the approbation of the Chilian Government for what had been done. General San Martin entreated, in the most earnest terms, the restoration of the treasure, promising the faithful fulfilment of all his former engagements.

Should no unforeseen causes of delay occur, it is confidently anticipated that this great thoroughfare will be completed before the expiration of the period designated by Congress. During the last fiscal year the amount paid to pensioners, including the expenses of disbursement, was $13,459,996, and 50,177 names were added to the pension rolls.

I lay before Congress copies of reports submitted in pursuance of a call made by me upon the heads of Departments for such suggestions as their experience might enable them to make as to what further legislative provisions may be advantageously adopted to secure the faithful application of public moneys to the objects for which they are appropriated, to prevent their misapplication or embezzlement by those intrusted with the expenditure of them, and generally to increase the security of the Government against losses in their disbursement.

The Cardinal felt especially outraged by the interference of these bodies with the disbursement of the sums which they voted. It has been seen that the states had already compelled the government to withdraw the troops, much to the regret of Granvelle. They continued, however, to be intractable on the subject of supplies.
