I invite the favorable consideration of Congress to the suggestions and recommendations of the Postmaster-General for an extension of the free-delivery system in all cities having a population of not less than 10,000; for the prepayment of postage on newspapers and other printed matter of the second class; for a uniform postage and limit of weight on miscellaneous matter; for adjusting the compensation of all postmasters not appointed by the President, by the old method of commissions on the actual receipts of the office, instead of the present mode of fixing the salary in advance upon special returns; and especially do I urge favorable action by Congress on the important recommendations of the Postmaster-General for the establishment of United States postal savings depositories.
Their storehouses are generally placed upon poles, a few feet from the ground, and tabooed or consecrated. Great taste and ingenuity are displayed in carving and ornamenting these depositories.
The grammatical studies which have been considered the chief depositories of disciplinary magic would be found in general inferior to scientific treatments of human nature as a whole. The superiority for discipline of pure overapplied science would be referred in large measure to the fact that pure science could be so widely applied.

Of later writers some agree with Squier and Davis in believing the type illustrated by these heads to be Indian; others agree rather with Wilson, who dissents from the view expressed by Squier and Davis, and, in conformity with the predilections visible throughout his work, is of the opinion that the Mound-Builders were of a distinct type from the North American Indian, and that "the majority of sculptured human heads hitherto recovered from their ancient depositories do not reproduce the Indian features."
With this decay of the depositories and agents of the papal authority and of the ultramontane ideas, other circumstances, which it was impossible to foresee, co-operate, in order to destroy those two scourges of humanity,—circumstances which promise better days for evangelical truth in that nation so long enslaved by superstition and fanaticism.
Few old residents are aware of the literary wealth stored in these depositories, or of the extent to which they are consulted by scholars and by writers generally.
