It is an impulse creditable to the human heart, but its effects have not been approved by reason, for indiscriminate charity provokes deception, and is certain to result in chronic dependency. Wise methods of charity, therefore, constitute a problem as truly as poverty itself.

But the religious energy of Islam was not exclusively devoted to the development and practice of the doctrine of duties; at the same time this ethical department, in spite of its dependency upon Christian and Jewish ideas, remains its most original achievement: we have pursued the subject at some length, because its importance is often overlooked in the course of attempts to estimate the connection between Christianity and Islam.

Good jobs must be the aim of welfare reform. As we reauthorize these important reforms, we must always remember the goal is to reduce dependency on government and offer every American the dignity of a job. Americans know economic security can vanish in an instant without health security. A good job should lead to security in retirement.

If experience of a kindred nation in dealing with similar problems counts for anything, it is certainly wise for a distant dependency, always to be populated mainly, save in the great cities, by native races, and little likely ever to be quite able to stand alone, while, nevertheless, we wish to help it just as much as possible to that end.
