There are enigmas in the annals of most peoples; riddles put by the Sphinx of the Past to the curious of the new generations. These questions do not greatly concern the scientific historian, who is busy with constitution-making, statistics, progress, degeneration, in short with human evolution.

What might have happened, had the work of constitution-making been entered upon two or three years later, so that we should have had to read of Frenchmen and Americans engaged at the same time in the same great business, it might be interesting to inquire, as matter of curiosity; but our government under the Constitution had been fairly organized some days before the last States-General of France met, and, much as this country was subsequently influenced by considerations that proceeded from the French Revolution, they did not affect our polity, while they largely affected our policy.

This institution, which seemed to the Florentines the best they had ever adopted, might be regarded by the historian as only one among their many experiments in constitution-making, if Savonarola had not stamped it with his peculiar genius by announcing that Christ was to be considered the Head of the State.

Although even the child-mind might have known that powers for Constitution-making were vested solely in the National Assembly, and that the re- division of authority which was now made was wholly illegal, because Yuan Shih-kai as the bailiff of the Powers was able to do much as he pleased; and at a moment when Liberal Europe was on the eve of plunging into the most terrible war in history in defence of right against might, reaction and Prussianism of the most repulsive type were passed by unnoticed in China.

The constitutional power of the Japanese people is still less than that of the Prussian people. According to the standard of our people we cannot adopt the English constitution as our model, for it is too advanced. The best thing for us to do is to adopt part of the Prussian and part of the Japanese in our constitution-making.

However, its only interest is its showing the spirit of the local "reformers" of the day and place in the matters of constitution-making and legislation. After a hot debate and some tumultuous scenes, it was rejected by the majority of the convention, and in its stead, on Sevier's motion, the North Carolina constitution was adopted as the groundwork for the new government.

Vagaries of Western Constitution-Making. Mississippi and Ohio had squabbled with their Territorial governors much as the Old Thirteen Colonies had squabbled with the governors appointed by the Crown. One curious western consequence of this was common to both cases.

Justice, mercy, humanity, respect for the rights of all; each man honoured, as he was useful to himself and others; labour respected, law-abiding men, constitution-making and respecting men; men, whom no tyrant could conquer, or hardship overcome, with the high commission sealed by a Spirit divine, to establish religious and political liberty for all.

The nation has stripped itself of the old vestures; patriots of the type soon to be called Girondins have the problem of governing this naked nation. Constitution-making sets to work again; more practical matters offer many difficulties; for one thing, lack of grain; for another, what to do with a discrowned Louis Capet all things, but most of all fear, pointing one way.
