The Consistories are, in fact, what the public offices were in the time of Nicholas I. The higher ecclesiastical administration has always been in the hands of the monks, or "Black Clergy," as they are commonly termed, who form a large and influential class. The monks who first settled in Russia were, like those who first visited north-western Europe, men of the earnest, ascetic, missionary type.

After this no one can be surprised to hear him say, that "the pulpits of the orthodox, the confessionals of the priests, the platforms of the interior missions, the presidential chairs of the consistories, resound with protestations against the assaults made by Materialism and Darwinism against the very foundations of society."

Calvin provided for the matter in a still more direct and effectual fashion, not only as regarded affairs in general, but even the choice of pastors; he gave admission to laymen, in larger number too than that of the ecclesiastics, into the consistories and synods, the governing authorities in the Reformed church.
