Over the next few weeks, I'll be sending the Congress a complete series of these special messages on budget reform, welfare reform, competitiveness, including education, trade, worker training and assistance, agriculture, and other subjects. The Congress can give us these tools, but to make these tools work, it really comes down to just being our best. And that is the core of American greatness.

Herbert Spencer took Darwin's concept of the survival of the fittest and used it as a scientific justification for the competitive spirit, It became the basis of the explanation why some individuals moved up the social ladder while others remained behind. Racial thinkers applied the concept of human competitiveness to racial conflict instead of to individual competition.

It is only harmful when it aims at the acquisition of goods which are limited in amount, so that what one man possesses he holds at the expense of another. When competitiveness takes this form it is necessarily attended by fear, and out of fear cruelty is almost inevitably developed.

We took up, we handled with a certain naive timidity, the most difficult questions the Change had raised for men to solve. I recall we made little of them. All the old scheme of human life had dissolved and passed away, the narrow competitiveness, the greed and base aggression, the jealous aloofness of soul from soul. Where had it left us?

I am reminded of a group of laymen who became avid students of Christian theology, and who became so prideful in their achievement that they exhibited in their relations with one another, as well as with their other associates, a spirit of pride, arrogance, and competitiveness. They had acquired the knowledge of Christianity, but they had lost the spirit of the Christ.

Competitiveness also means giving our farmers a shot at participating fairly and fully in a changing world market. Preparing for the future must begin, as always, with our children. We need to set for them new and more rigorous goals. We must demand more of ourselves and our children by raising literacy levels dramatically by the year 2000.

We are haunted by the signs in our children that we have failed them, by the evidences of their anxiety, by the problems they sometimes have in relation to other people, by their lying and stealing, by their hostility and quarrelsomeness, and by their excessive competitiveness and jealousy.

Labor, management, and government at all levels can and must participate in improving these tools of growth. Tax policy, regulatory practices, and government programs all need constant reevaluation in terms of our competitiveness. Every American has a role and a stake in international trade. We Americans are still the technological leaders in most fields.

Rather, it involves an expenditure of American spirit and just plain American grit. The Congress will soon receive my comprehensive proposals to enhance our competitiveness, including new science and technology centers and strong new funding for basic research. The bill will include legal and regulatory reforms and weapons to fight unfair trade practices.
