Now, as then, the initiative was taken by a senator from the border-State of Kentucky. Again a committee of thirteen was to prepare measures of adjustment. The composition of the committee was such as to give promise of a settlement, if any were possible. Seward, Collamer, Wade, Doolittle, and Grimes, were the Republican members; Douglas, Rice, and Bigler represented the Democracy of the North.
The whole 10 votes of Collamer, 44 from Cameron, 6 from Chase and McLean, were now cast for him, followed by a scatter of additions along the roll-call. In this ballot Lincoln gained 79 votes, Seward only 11. The faces of the New York delegation whitened as the balloting progressed and the torrent of Lincoln's popularity became a river.
Totals, for Bates, 48; for Cameron, 50-1/2; for McLean, 12; for Chase, 49; for Wade, 3; for Dayton, 14; for Reed, 1; for Collamer, 10; for Sumner, 1; for Frémont, 1. For Seward.
The majority report consumed two hours in the reading; Senator Collamer stated the position of the minority in half the time. Evidently the chairman was aware where the burden of proof lay. Douglas took substantially the same ground as that taken by the President in his special message, but he discussed the issues boldly in his own vigorous way.
GEO. W. CRAWFORD, Secretary of War. WM. BALLARD PRESTON, Secretary of the Navy. J. COLLAMER, Postmaster-General. WASHINGTON, July 9, 1850. To the Hons.
The President's message with the Lecompton constitution was referred to the Committee on Territories and gave rise to three reports: Senator Green of Missouri presented the majority report, recommending the admission of Kansas under this constitution; Senators Collamer and Wade united on a minority report, leaving Douglas to draft another expressing his dissent on other grounds.
H. Seward, of New York; Robert Toombs, of Georgia; Stephen A. Douglas, of Illinois; Jacob Collamer, of Vermont; Jefferson Davis, of Mississippi; Benjamin F. Wade, of Ohio; William Bigler, of Pennsylvania; Henry M. Rice, of Minnesota; James E. Doolittle, of Wisconsin, and James W. Grimes, of Iowa.
A collection of Alexanders from J.B. Collamer, of Hilton, will serve as an illustration of the advantages of picking at the proper time, handling with care and placing in cold storage immediately. These apples were exhibited for a week at the State Fair held at Syracuse in September of 1903. They were then wrapped, packed and sent to St.
Thomas Ewing, of that State, as Secretary of the Interior. Mr. Jacob Collamer, of Vermont, who had been an unsuccessful competitor with Mr. Upham for a seat in the Senate, and had been recommended by the Legislature of his state as Attorney- General, was made Postmaster-General.
