He elaborately annotated the drafts of at least one important bill; he submitted remarks to be laid before the Council at Lord Lytton's request, and finally he wrote an elaborate minute upon codification generally. I need only say that, in accordance with what he had said in his last speeches at Calcutta, he held that nearly enough had been done in the way of codifying for India.

The unknown authors of the noble histories, whose charm never stales, fashioned there the traditions and records of the past into their present shape. There the great legal codification was carried out, and the institutional system of Israel perfected. A new circle of ideas show themselves at work in the mind of the people while in exile.

In Macaulay's hands the legal document, freed from the endless verbiage, circumlocution and technicality of English statutes, became a model of logical precision, and was even entertaining as a piece of literature. The passage of this code was part of a systematic process of codification.

In later years they had frequent communications; and when in 1827 Brougham was known to be preparing an utterance upon law reform, Bentham's hopes rose high. He offered to his disciple 'some nice little sweet pap of my own making, sound teaching that is, upon evidence, judicial establishments and codification. Brougham was 'not the man to set up' simple and rational principles.

The laws of the District appear to be in an uncertain and unsatisfactory condition, and their codification or revision is much needed. During the past year one of the bridges leading from the District to the State of Virginia became unfit for use, and travel upon it was forbidden.

For that it would professedly transgress the limits of our charter, which provide we shall make no laws repugnant to the laws of England, and that we were assured we must do. The tendency toward partial codification proved too strong to be resisted, and all the colonies soon had a substantial body of written law published in official form.

There were even before this time some rumours of a possible elevation to the bench; but apparently without much solid foundation. Meanwhile, he was also looking forward to employment in the direction of codification. This apparently came to nothing; but there were chances at home. He was soon actually at work upon two bills, which gave him both labour and worry before he had done with them.

Of his great ecclesiastical polity perhaps we must speak with less enthusiasm, though not with less wonder; while his glorious buildings remain only less enduring than his codification of the laws.

He had, of course, a good many chances of dealing with legal matters. He writes periodical articles upon 'the assizes' or discusses some specially interesting case. He now and then gets a chance of advocating a codification of the laws, though he admits the necessity of various preliminary measures, and especially of a more philosophical system of legal education.
