Though masters of the open country, they had to encounter the resistance of the Clare castles, and the solid opposition of the Cinque Ports. Their presence on the south coast was specially necessary, for Queen Eleanor, who had gone abroad, was waiting, with an army of foreign mercenaries, on the Flemish coast, for an opportunity of sailing to her husband's succour.
On the 8th of May, the commissioners met in the council chamber at Westminster, and discussed all the matters contained in their instructions with the members of the council; the Lord Treasurer Salisbury, Earl of Northampton, Privy Seal and Warden of the Cinque Ports, Lord Nottingham, Lord High Admiral, the Lord Chamberlain, Earl of Suffolk, Earls of Shrewsbury, Worcester, and several others being present.
As we look out over them from the low shores at Deal and Walmer below Sandwich, or the chalk-cliffs of Dover beyond, a fringe of breakers marks their line, while nearer the coast merchant-ships at anchor usually crowd the Downs. In Walmer Castle was the official residence of the lord warden of the Cinque Ports, an office that is soon to be abolished, and which many famous men have held.
But the fleet of the Cinque Ports cut off communications between Anglesea and the mainland, and ferried over a strong detachment of Edward's troops, which occupied the island. English harvest-men gathered for Edward the crops of Welsh corn, and left Llewelyn to face the beginnings of a mountain-winter without the means of feeding his followers. By September the real fight was over.
Bolingbroke, on the other hand, made the Duke of Ormond, whose sympathies were known to be in favour of the Pretender's succession, Warden of the Cinque Ports, the district in which either claimant of the crown must land, while he gave Scotland in charge to the Jacobite Earl of Mar.
Attacked, pillaged by the natives, half of his crew having perished, with the remains of his ship he constructed another, to which he gave the name of the Cinque Ports, instead of that of the Swordfish, which it was no longer worthy to bear. This was a large pinnace, on which he had secretly returned to England. For several years past, Dampier had not heard of him.
He next led his forces against the men of the Cinque Ports, who had long been distinguished by their attachment to Leicester, and who since his fall had, by their piracies, interrupted the commerce of the narrow seas, and made prizes of all ships belonging to the King's subjects.
Boats were sent on shore, and after some time the pinnace returned, bringing an abundance of crayfish, and a wild-looking man dressed in goat-skins. Who this stranger was it soon became known. It will be remembered in the previous voyage made by Dampier, about four years before, that the Cinque Ports, commanded by Captain Stradling, separated from him.
For before the end of the twelfth century it would seem Rye with Winchelsea had become of so much importance as a port as to have been added to the famous Cinque Ports, Sandwich, Dover, Hythe, Romney and Hastings. From this time both play a considerable part in the trade and politics of the Channel and the Straits.
In the state the last spark of independence had expired with Ferrucci. Still I have not without forethought dubbed this man a Cinque Cento Brutus. Like much of the art and literature of his century, his action may be regarded as a bizarre imitation of the antique manner.
