Catholics may be masters or fellows of any college hereafter to be founded, subject to two conditions, that such college be a member of the University, and that it be not founded exclusively for the education of Catholics. They may be members of any lay body corporate, except Trinity College, any law, statute, or bye-law of such corporation to the contrary notwithstanding.

The experience of one year, however, may not always be sufficient to discover to all the members of a great company the pernicious tendency of a particular bye-law; and if several of them should afterwards discover it, neither the board of trade, nor the committee of council, can afford them any redress.

And We do hereby further appoint, grant and declare, that after the expiration of the said ten years, the said Council of the College and their successors for ever shall have power to make and establish such orders and bye-laws as shall appear to them useful and necessary for the government of the said College, and to alter, suspend or repeal those already made, and from time to time make such new ones in their room as shall appear to them most proper and expedient provided the same be not repugnant to the Statutes of the College, or to the laws of our realm, and that after the expiration of these ten years any member of the Council shall have power to move the enactment of any new bye-law, or the alteration, suspension or repeal of any existing one provided notice of such motion shall have been delivered in writing to the Master and read from the Chair at one previous meeting of the Council of the said College, but that no such motion shall be deemed to have passed in the affirmative, until the same shall have been discussed and decided by ballot at another meeting summoned especially for that purpose, a majority of the members then present having voted in the affirmative; and in this, as in all other cases, if the votes be equal, the Master or President shall have the casting vote.

By the 5th of Elizabeth, commonly called the Statute of Apprenticeship, it was enacted, that no person should, for the future, exercise any trade, craft, or mystery, at that time exercised in England, unless he had previously served to it an apprenticeship of seven years at least; and what before had been the bye-law of many particular corporations, became in England the general and public law of all trades carried on in market towns.

By a bye-law, no British manufactures could be exported to Turkey but in the general ships of the company; and as those ships sailed always from the port of London, this restriction confined the trade to that expensive port, and the traders to those who lived in London and in its neighbourhood.

This right of the members to elect or reject their candidates is subsequently called "an inherent privilege," which is not subject to a dispensation. The words are explicit, and the right appears to be one guaranteed to every member so long as he continues a member, and of which no bye-law can divest him as long as the paramount authority of the Thirty-nine General Regulations is admitted.

Davidson professed his interest. Nowhere is it so perfect as in Canada. Each district has thorough control over its own affairs. Taxation, for the purpose of local improvement or education, is levied by the town or county councils, elected by the dwellers in each township. No bye-law for raising money can be enforced, unless it has previously been submitted to the electors or people.

The limitation of the number of apprentices restrains it directly. A long term of apprenticeship restrains it more indirectly, but as effectually, by increasing the expense of education. In Sheffield, no master cutler can have more than one apprentice at a time, by a bye-law of the corporation.
