One thing that has astonished its management but which causes no surprise in the mind of a social worker has been the great variety of problems other than those connected with the family budget that have come to light in the bureau's consultations. Particularly is this true of marital discord centering about money affairs.

The chest's the `coffin, and you keep hats in it, likewise odd boxes, and evening cloaks, and other perishable splendours. Every one calls them coffins, so you'll have to get used to it, I'm afraid; and the bureau's a `burry, and the screen's a `farce, and a topply one at that. You'll have to buy another to take its place. They never do supply you with decent screens.

Scores of new fishing-grounds have been located, and apparatus has been devised which enables the fishermen to exploit grounds which they previously had been unable to reach. Experimental haul on the Bureau's vessel, the Fish Hawk, to determine the character of the population of shore waters.

Sir Francis, with no diminution of the mild and bland benevolence of his detachment, said: "The voice is the Press Bureau's voice, but the hands are the hands of the War Office. Can we reasonably hope to win, or not to lose, with such a mentality at the head? I cannot admit that the War Office has changed in the slightest degree in a hundred years.

According to the findings of the Massachusetts State Bureau of Labor Statistics, whose investigation into previous occupation of fallen women was described in a former chapter, domestic service is a dangerous trade. Of the 3,966 unfortunates who came under the examination of the Bureau's investigators, 1,115, or nearly thirty per cent, had been in domestic service.

His ideal crystallized by that swift and sudden process in which the long subconscious growth of the mind sometimes comes to fruitage. He said in later years that before he entered the Bureau's service, while sailing on a troop-ship to Texas, he saw as in a dream his school much as it afterward became. Twice afterward the vision came to him.

"That sinner means mischief. You watch him and the agent. I'll keep my eye on the main body." Fifteen yards away, Red Dog halted and silently studied the shadowy group on the agency porch. There stood the bureau's "ablegate," the official interpreter by his side.

Even in this system fraud was frequent; but still the work put needed capital in the hands of practical paupers, and some, at least, was well spent. The most perplexing and least successful part of the Bureau's work lay in the exercise of its judicial functions. The regular Bureau court consisted of one representative of the employer, one of the Negro, and one of the Bureau.

In the Weather Bureau's bulletin cited, there is a description of the most remarkable and destructive among the 355 hurricanes that have swept over the West Indies from 1492 to 1899. Not a single island has escaped the tempest's ravages. I have endeavored in vain to make an approximate computation of the human life and property destroyed by these visitations of Providence.

On Monday morning, I said to Sergeant Mulholland: "I want to go ashore at once and send some telegrams." The sergeant is one of the detective bureau's "dress-suit men." He is by nature phlegmatic and cynical. His experience has put over that a veneer of weary politeness. We had become great friends during our enforced inseparable companionship.
