Not a moment was lost in setting to work to recover their lost ground. Their agents among the lower classes spread calumnies against the Barcine leaders. Money was lavishly distributed, and the judges, who were devoted to Hanno's party, set their machinery to work to strike terror among their opponents.

The leaders of the Barcine party now appeared on the scene, and their most popular orator ascended the rostrum. When the news spread among the crowd that he was a friend of Hannibal and an opponent of Hanno, the tumult was stayed in order that all might hear his words.

Thinking it, therefore, the wisest course to divide their forces and embrace the whole Spanish war, they arranged it so that Publius Cornelius should lead two-thirds of the Roman and allied troops against Mago and Hasdrubal, and that Cneius Cornelius, with the remaining third of the original army, and with the Celtiberians added to them, should carry on the war with the Barcine Hasdrubal.

Although there may well be a certain amount of triviality or of patriotic exaggeration in these praises, it is certain that the Roman capital of the Province of Africa was no less considerable than the old metropolis of the Hanno and Barcine factions. With a population almost as large as that of Rome, it had almost as great a circumference.

After this speech of Mago's, all being elated with joy, Himilco, a member of the Barcine faction, conceiving this a good opportunity for inveighing against Hanno, said to him, "What think you now, Hanno? do you now also regret that the war against the Romans was entered upon?

He said: that he had admonished and forewarned them by the gods, the arbiters and witnesses of treaties, that they should not send the son of Hamilcar to the army; that the manes, that the offspring of that man could not rest in peace, nor ever, while any one of the Barcine name and blood survived, would the Roman treaties continue undisturbed.

It was obvious that, if not admitted, they would immediately repair to Carthage: he therefore sends letters and messengers beforehand to the leaders of the Barcine faction, to prepare the minds of their partisans, so that the other party might not be able in any thing to give an advantage to the Romans.

In such an attack the Barcine party could not rely upon the population to side with them; for, while comparatively few were personally affected by the arrests which had taken place, the fear of future consequences would operate upon all. Among the younger members of the party, however, the indignation aroused by these secret blows was deep.
