It was part of the intellectual creed of practically every liberal Russian that there was a natural affinity between the great autocracies of Germany and Russia, and that a revolution in Russia which seriously endangered the existence of monarchical absolutism would be suppressed by Prussian guns and bayonets reinforcing those of loyal Russian troops.

It is in the nature of things that socialists and labour parties should minimize international obligations and necessities, and equally so that autocracies and aristocracies and plutocracies should be negligent of and impatient about social reform.

Mighty States made their appearance; and the cities had now to resist not only loose federations of lords, but strongly-organized centres, which had armies of serfs at their disposal. The worst was, that the growing autocracies found support in the divisions which had grown within the cities themselves. The fundamental idea of the medieval city was grand, but it was not wide enough.

There were things more abject still; from one end of Europe to the other, there were vermin fattening on death, war-profiteers, robbers of corpses. Destroy German militarism, shatter the Prussian tradition, sweep away dynastic autocracies, and what a world would result for labouring humanity! This was 1914. But soon after the great struggle had begun the note changed. Hatred of Germany and fear for our Allies' steadfastness occupied the foremost place in his mind.

They have appeared in autocracies, aristocracies, theocracies, democracies, and ochlocracies, all alike. The only thing which has ever restrained these vices of human nature in those who had political power is law sustained by impersonal institutions. If political power be given to the masses who have not hitherto had it, nothing will stop them from abusing it but laws and institutions.

Under a democratic régime the standard is very different from that which has existed, for the most part, under autocracies in past ages. Frontenac was a man of distinction who accepted an important post at a small salary. We may infer that the king was willing to allow him something from perquisites. If so, his profits from the fur trade become a matter of degree.

But the ambitions of the Invisible King go far beyond the mere presidency of an Ethical Church on an extended scale. He is to be a King and no mistake; not even a King of Kings, but "sole Monarch of the universal earth." Autocracies, oligarchies, and democracies are alike to be swept out of his path. How the fiats of the Invisible King are to be issued, we are not informed.

Such a development could not fail, they believed, to have the most disastrous consequences for Russia. Inevitably, it would add to German prestige and power in the Russian Empire, and weld together the Hohenzollern, Habsburg, and Romanov autocracies in a solid, reactionary mass, which, under the efficient leadership of Germany, might easily dominate the entire world.
