The hieroglyphic writing had passed through all its stages of formation; its principles had become ascertained and settled long before we gain the first glimpse of it; the decimal and duodecimal systems of arithmetic were in use; the arts necessary in hydraulic engineering, massive architecture, and the ascertainment of the boundaries of land, had reached no insignificant degree of perfection.
The ascertainment of these angular distances ascertained their supplements; and since the angle at the earth’s centre subtended by the distance between the two places of observation was deducible by spherical trigonometry from the latitude and longitude of those places, the angle at the moon subtended by the same line became the fourth angle of a quadrilateral of which the other three angles were known.
Such experiments would be quite as interesting and important as any yet undertaken by the vivisectors. They might open a line of investigation which would finally make, for instance, the ascertainment of the guilt or innocence of an accused person a much exacter process than the very fallible methods of our criminal courts.
He could not, of course, imagine that he was giving legal force to a system under which the buying of a block of land would involve years of bargaining even when a majority of its owners wished to sell; that the ascertainment of a title would mean tedious and costly examination by courts of experts of a labyrinth of strange and conflicting barbaric customs; that land might be paid for again and again, and yet be declared unsold; that an almost empty wilderness might be bought first from its handful of occupants, then from the conquerors who had laid it waste, and yet after all be reclaimed by returned slaves or fugitives who had quitted it years before, and who had been paid for the land on which they had been living during their absence.
Notwithstanding this, efforts are reported to be continuing for the ascertainment of Colombia's contingent liability on account of Cerruti's debts under the fifth article of the award.
Huxley calls it the "question of questions" for mankind. He says: "The problem which underlies all others, and is more interesting than any other is the ascertainment of the place which man occupies in nature and of his relation to the universe of things.
But these facts have their causes; and the ascertainment of these causes is the doctrine of ÆTIOLOGY. If we consider what is knowable about the earth, we shall find that such earth-knowledge if I may so translate the word geology falls into the same categories.
Unaccompanied by the criticisms a biologist would have to make on the method of their ascertainment and validity, not to mention their significance, such lists can easily do and probably have done more harm than good.
If we find that the ascertainment of the order of nature is facilitated by using one terminology, or one set of symbols, rather than another, it is our clear duty to use the former; and no harm can accrue, so long as we bear in mind, that we are dealing merely with terms and symbols.
Others had made no provision for the interest; but all, by taxes, paper money, or purchase, had in some measure reduced the principal. In their exertions some degree of inequality had obtained, and they looked anxiously to a settlement of accounts, for the ascertainment of claims which each supposed itself to have upon the Union.
