This line of questions, concerns, and issues, as well as a host of others, needs to be raised up front during the concept development phase of the development of specific Mission Capability Package concepts. We must be careful that we do not overvisualize Rapid Dominance versus the reality of credible/affordable capabilities to execute the concept.
It produced more research and treatment for AIDS, more childhood immunizations, more support for women's health research, more affordable college loans for the middle class, a new national service program for those who want to give something back to their country and their communities for higher education, a dramatic increase in high-tech investments to move us from a defense to a domestic high-tech economy.
From all corners of America, we heard the same message without regard to region or income or political affiliation we've got to raise the quality of child care, we've got to make it safer, we've got to make it more affordable.
University administrators all over the country have told me that they are saving weeks and weeks of bureaucratic time now because of our direct college loan program, which makes college loans cheaper and more affordable with better repayment terms for students, costs the Government less and cuts out paperwork and bureaucracy for the Government and for the universities.

I was proud to work with members of both parties: Chairman John Boehner and Congressman George Miller. There is more to do. We need to prepare our children to read and succeed in school with improved Head Start and early childhood development programs. Good jobs also depend on reliable and affordable energy.

In good conscience, we cannot let another year pass without extending to all seniors the lifeline of affordable prescription drugs. This year, let's triple it to $3,000 and this year, let's pass it.
