Athens had her days of severity and cruelty, too, under Draco, who established her first laws. But the people rebelled, and in 594 B.C. Solon, a man of great sagacity, prepared a constitution, which was a model of wisdom, justice, and even of gentleness. The government established by Solon was an aristocratic Republic, in which the common people had no part.

But such help, though pressingly asked for, was not given; and as I read such signs as there are, this year 594, of which we now inaugurate the thirteen-hundredth anniversary, was the year in which it came home to those chiefly concerned that the conversion was not to be effected by the means adopted.

Their destination in the first place was Cadiz, to destroy the shipping in the harbour, and to make an attempt on that city, or the rock of Gibraltar. Of See also 582, 589, 594. these he destroyed four, and captured two, one of which was laden, with treasure.

They took 1,600 prisoners and large quantities of arms and ammunition. But these successes had been dearly won. Some of the British battalions lost half their men. According to the best authorities the British casualties totaled 4,567, of whom 643 were killed, 3,330 wounded, and 594 men not accounted for.

An attempt to raise in his favour the inhabitants of the island was instantly suppressed, and its author, Burley, formerly a captain in the royal army, suffered the punishment of a traitor. Charles's Works, 594. Of the latter no notice is taken in the journals of the house. Journ. v. Jan. 11. Parl.

The Bishops of the four dioceses of Wales rule it still. There is a curious irony in the historical contrast between 594 and 1894, in calling attention to which I make and mean no political remark.
