Federal garrisons were occasionally established at, or withdrawn from, other posts on the upper Ohio besides Fort Pitt; but their movements had no permanent value, and only require chronicling by the local, State, or county historians.

The parliament, too, resolved, if possible, to preserve their dominion; but being destitute of power; and not retaining much authority, it was not easy for them to employ any expedient which could contribute to their purpose.

The volunteer force has already been reduced by the discharge from service of over 800,000 troops, and the Department is proceeding rapidly in the work of further reduction. The war estimates are reduced from $516,240,131 to $33,814,461, which amount, in the opinion of the Department, is adequate for a peace establishment.

The receipts into the Treasury from January 1st, 1828 to September 30th, 1828, so far as they have been ascertained to form the basis of an estimate, amount to $18,633,580.27, which, with the receipts of the present quarter, estimated at $5,461,283.40, form an aggregate of receipts during the year of $24,094,863.67.

While in 1860 sixteen thousand three hundred men cost the nation $16,472,000, the sum of $65,682,000 is estimated as necessary for the support of the Army during the fiscal year ending June 30, 1870. The estimates of the War Department for the last two fiscal years were, for 1867, $33,814,461, and for 1868 $25,205,669.

Grover's brigade had lost 461 out of 2000, of which one regiment, 288 strong, accounted for 6 officers and 106 men; three regiments of Reno's lost 530; and it is probable that more than 4000 men had fallen in the wood which lay in front of Hill's brigades. The fighting, however, had not been without effect on the Confederates.

D'Ewes, p. 497. * Haynes, p. 461, 462. Stowe, p. 668. By a lucky accident in language, which has a great effect on men's ideas, the invidious word usury which formerly meant the taking of any interest for money, came now to express only the taking of exorbitant and illegal interest. An act passed in 1571 violently condemns all usury; but permits ten per cent, interest to be paid.
