It may be of interest, however, to say a few words here about the Apayao country, my authority being the "Seventh Annual Report of the Secretary of the Interior to the Philippine Commission" for the fiscal year 1907-1908. This country was first visited by Mr. Worcester in 1906. The Spanish Government never having succeeded in gaining a foothold in it.
As long, however, as business remained prosperous and a rising demand for labor favored the unions, most of the agreements were permitted to continue. Therefore, it was not until the industrial depression of 1907-1908 had freed the employers' hands that agreements were disrupted wholesale.
These facts were supplied me, following along the lines of a questionnaire, by the well known explorer Charles Wellington Furlong, F. R. G. S., who in 1907-1908, was in charge of the first scientific expedition to cross through the heart of Tierra del Fuego. Mr. Furlong's keen powers of observation, have made the data unusually complete.
It is enough to point out that the unions managed to prevent wage reductions in the organized trades notwithstanding the unemployment and distress of 1907-1908. On the whole trade unionism held its own against employers in strictly competitive industry. Different, however, was the outcome in industries in which the number of employers had been reduced by monopolistic or semi-monopolistic mergers.
Inasmuch as the foreign born probably did not constitute in 1907-1908 more than 15 or 16 per cent of the total population of both sexes, it is seen that the foreign born contribute out of their proportion both to inmates of charitable institutions and to the number of the insane. The experience of Charity Organization Societies in our large cities, especially New York, confirms these findings.
In the winter of 1907-1908 the National Consumers' League had received from different parts of New York a series of letters filled with various complaints against specified laundries in this city complaints stating that hours were long and irregular, wages unfair, the laundries dirty, and the girls seldom allowed to sit down, and containing urgent pleas to the women of the Consumers' League to help the women laundry workers.
An investigation carried on in Jefferson City, Missouri, in 1907-1908, illustrates the point under discussion; 20% of all children in grades one to three inclusive were found to have defective vision, whereas in grades nine to twelve inclusive 40.5% were found thus handicapped.
Again, in a special investigation conducted by the Commissioner of Immigration in the year 1907-1908, out of 288,395 inmates of charitable institutions there were 60,025 who were foreign born, or about 21 per cent, and out of 172,185 inmates of insane hospitals, 50,734, or about 29 per cent, were foreign born.
Berlioz's "Dramatic Legend," entitled "La Damnation de Faust," tricked out with stage pictures by Raoul Gunsbourg, was performed as an opera at Monte Carlo in 1903, and in New York at the Metropolitan and Manhattan opera-houses in the seasons 1906-1907 and 1907-1908, respectively; but the experiment was unsuccessful, both artistically and financially.
