In 1680 a proclamation from the king closed the profession of midwife to women of the Reformed faith. In 1681 those who renounced the Protestant religion were exempted for two years from all contributions towards the support of soldiers sent to their town, and were for the same period relieved from the duty of giving them board and lodging.

Sir William decided against the claims of the duke, who submitted to the decision, released both provinces from allegiance to him, and the Jerseys became independent of foreign control. The first popular assembly in West Jersey met at Salem, in November, 1681, and adopted a code of laws for the government of the people.

This cistern was finished in 1681, by the governor Don Juan de Padilla Guardiola, the same who built at Cumana the small fort of Santa Maria. Toombs carried every county in the district and was returned to Congress by 1681 majority. When Mr. Toombs returned to Washington he had commanded national prominence. He had not only carried his State for Zachary Taylor, but his speech in New York, during a critical period of the canvass, had turned the tide for the Whig candidate in the country.

Notaries were plentiful; the census of 1681 enumerated twenty-four of them in a population of less than ten thousand. The notary made his documents in the presence of the parties, had them signed, witnessed, and sealed with due formality. The seigneur kept one copy, the habitant another, and the notary kept the original.

One of the most remarkable proofs that under fickle fortune, constant danger, and the most destructive influences the life of man may be long preserved is exemplified in the case of an old soldier named Mittelstedt, who died in Prussia in 1792, aged one hundred and twelve. He was born at Fissalm in June, 1681.

In the Parliament which met at Oxford in 1681, Clayton had, as member for the capital, and at the request of his constituents, moved for leave to bring in the Bill of Exclusion, and had been seconded by Lord Russell. In 1685 the City, deprived of its franchises and governed by the creatures of the court, had returned four Tory representatives.
