This counsel was administered at an interview between the two kings at Boulogne, in October, 1532. The pope had trifled for six years with the momentous question, and Henry was growing old. At the outset of the discussion the pope had said: "Marry freely; fear nothing, and all shall be arranged as you desire."

In 1532 the sea broke the embankments of Zealand, destroyed a hundred villages, and buried for ever a vast tract of the country. In 1570 a tempest produced another inundation in Zealand and in the province of Utrecht; Amsterdam was inundated, and in Friesland twenty thousand people were drowned.

In a brief dated June 7, 1532, Clement VII commanded him to cease annoying Giulia Varano and her mother with any further claims. From that time we hear nothing more of this Borgia except from a letter written in Rome, November 19, 1547, apparently by a Ferrarese agent to Ercole II, then reigning duke. In it he mentions the death of Don Giovanni.

After various adventures, the Spaniards landed at Tumbez, and in May, 1532, set out from there to march along the coast. After founding a town some thirty leagues south of Tumbez, which he named San Miguel, he marched into the interior with the bold design of meeting the Inca himself.

He was the means of introducing the sugar-cane and the mulberry into Mexico, he also encouraged the cultivation of hemp and flax, and the breeding, on a large scale, of merino sheep. But this peaceable life without adventures could not long satisfy the enterprising spirit of Cortès. In 1532 and 1533, he equipped two squadrons destined to make voyages of discovery in the north-west of the Pacific.

In 1532, on the landing of the Portuguese at Colombo, the last blow was struck, and soon the great cities of the Empire were deserted and left in the hands of foreigners. The best dagobas were crumbling, immense tanks broken, and general devastation succeeded where splendor had long reigned.

In January, 1532, some little time before his conversation with Sir Gregory Cassalis on the subject of the two wives, the pope had composed a pastoral letter to Henry, which had never been issued.
