Monroe's Cabinet, that the educated and reflective Statists or State rights men of the country, and especially of the South, would never sanction or be reconciled to the exercise of power by the Federal Government to protect the manufacturing interests of New England, or to construct roads and canals in the West, at the expense of the National Treasury.
The British were quite pleased with Monroe's new doctrine. The other great powers of Europe were not. But they yielded to it and dropped their plans for conquering any part of America. And ever since the doctrine was announced the Continents of America have been left to manage their own affairs. In 1825 Monroe's term of office came to an end and John Quincy Adams became President.
Monroe's language might have been properly understood as a general assurance that we would not meddle in Europe so long as they gave us no further trouble in America; but certainly it did not also abandon to their exclusive jurisdiction Asia and Africa and the islands of the sea.
Monroe's remedy was an amendment which would correct the Constitution in this particular. The fathers had not foreseen this precise accident, but, in their wisdom, had provided a remedy for a defective election by casting a decision in the House of Representatives, the most popular body next to the electors.
From 1806 to 1809 he was professor in Harvard College. In the latter year Madison sent him Minister to St. Petersburg. He was commissioner at Ghent, then Minister to England, then Monroe's Secretary of State, then President. But Mr. Adams's best work was done in the House of Representatives after he was elected to that body in 1830.
