Consequently all the world knows how the Supreme Government conducts itself. But no one, not even the Supreme Government, knows everything about the administration of the Empire. Year by year England sends out fresh drafts for the first fighting-line, which is officially called the Indian Civil Service.

So in the rear of the sector where the Italians planned to give battle on a front of thirty miles, a series of great base hospitals were established, and, nearer the front, a series of clearing-hospitals, and, still closer up, field-hospitals, and in the immediate rear of the fighting-line, hundreds of dressing-stations and first-aid posts were located in dugouts and bomb-proof shelters.

The front was so apportioned that each brigadier on the fighting-line had his own reserve, and each divisional general half his force in third line.

All the non-combatants were now rushed into the British Legation, and to the women and children join themselves dozens of men, whose place should be in the fighting-line, but who have no idea of being there.
