Many of the technologies underlying the Information Age are being spearheaded by U.S. small business and its entrepreneurial culture. Certainly, from the huge consumer electronics firms in Japan to software development businesses in India, the rest of the world participates and competes.
The heart of the technorealist approach involves a continuous critical examination of how technologies whether cutting-edge or mundane might help or hinder us in the struggle to improve the quality of our personal lives, our communities, and our economic, social, and political structures."
A significant element supporting this explosion in applied information and other technologies is the American free enterprise system and its entrepreneurial character. This drive is needed to translate this technology into military hardware. The nature of the U.S. market and its competitive basis reinforce this element.
Business processes and methods, plants, genetic material, strains of animals, minor changes to existing technologies are all patentable. Trademarks and copyright now cover contents, brand names, and modes of expression and presentation. Nothing is safe from these encroaching juridical initiatives.
New technologies make it possible to cut harmful emissions and provide even more growth. For example, just last week, automakers unveiled cars that get 70 to 80 miles a gallon the fruits of a unique research partnership between government and industry. Before you know it, efficient production of biofuels will give us the equivalent of hundreds of miles from a gallon of gas.
We must encourage research and development. My plan is to make the R and D tax credit permanent, and to provide record levels of support, over $76 billion this year alone for people who explore the promise of emerging technologies. And fourth, we must do something about crime and drugs. And it is time for a major renewed investment in fighting violent street crime.

In July 1980, I signed into law the Energy Security Act of 1980 which established the Synthetic Fuels Corporation. The Corporation is designed to spur the development of commercial technologies for production of synthetic fuels, such as liquid and gaseous fuels from coal and the production of oil from oil shale.
