It is, in my judgment, incumbent upon the United States to conserve the influential initiative it has taken in this measure by ratifying the instrument and by advocating the proposed extension of the time for exchange. These views have been made known to the other signatories.

When the tide of war swept on, and the State was relieved from immediate danger, the old feeling of local importance returned, individualism revived, and the union feeling waned. The Legislatures of seven States in ratifying thought they could improve the Articles in certain particulars.

The new treaty means that as long as it lasts the navies of the ratifying powers can be used for defense only and not for the enforcement of their policies in distant quarters of the globe. In other words, when disputes arise, British policies will prevail in the British area, American policies in the American area, and Japanese policies in the Japanese area.

Hence it happens that this oath is taken immediately on the accession, the other oaths, including that for the protection of the Church of England, being postponed till the ceremony of the coronation. On October 16, 1706, there came a vote on the passing of the "Act ratifying and approving the Treaty of Union." This was carried in the Scots Parliament by one hundred ten to sixty-nine.

Supporting the measure by vote were also Senators Crockett, Haslinger and Profitt; and pairing in favor Pendleton and Gravatt. The Ratifying Resolution was defeated. The Rejection Resolution was adopted by 24 to 10 votes; in the House by 16 to 22.

The power of the Federal government to perform acts of sovereignty had not yet been passed upon, and there was grave doubt as to the wisdom of ratifying the treaty without a constitutional amendment.

The marquis of Athol offered an act for the security of the kingdom, in case of her majesty's decease; but before it was read, the duke of Argyle presented his draft of a bill for ratifying the revolution, and all the acts following thereupon, An act for limiting the succession after the death of her majesty, and the heirs of her body, was produced by Mr. Fletcher of Saltoun.

In January, 1919, the State Legislature met in regular session and the poll in both Houses was entirely satisfactory in regard to ratifying the Federal Amendment. The lawmakers were so gratified at the part played by the women during the war and the "impeachment" that they were ready and anxious to grant anything wanted of them, in fact were disappointed that so little was asked.

Without either condemning or ratifying the choice of the British army, Galerius accepted the son of his deceased colleague as the sovereign of the provinces beyond the Alps; but he gave him only the title of Cæsar, and the fourth rank among the Roman princes, whilst he conferred the vacant place of Augustus on his favorite Severus.

The real power of the State, for voting supplies and ratifying the measures of the Signory, was vested in a senate of one thousand members, called the Grand Council, from whom a smaller body of forty, acting as intermediates between the Council and the Signory, were elected.
