The chief regent, however, worked against Yüan Shih-k'ai and dismissed him at the beginning of 1909; Yüan's supporters remained at their posts. Yüan himself now entered into relations with the revolutionaries, whose centre was Canton, and whose undisputed leader was now Sun Yat-sen.

They called Liu Yüan's dynasty the "Han dynasty", and so linked it with the most famous of all the Chinese dynasties, pointing to the pact which their ancestor Mao Tun had concluded five hundred years earlier with the first emperor of the Han dynasty and which had described the two states as "brethren". They further recalled the fact that the rulers of the Huns were closely related to the Chinese ruling family, because Mao Tun and his successors had married Chinese princesses.

Sammons, the American Consul-General, one of Yuan's leading officers had been openly murdered, and Japanese were directly concerned in the plot. We were told that it was very difficult at that time to lease houses in the foreign concession because wealthy Chinese who feared the wrath of one party or the other were eager to pay almost any rent to obtain the protection of that quarter of the city.

Since the Imperial Japanese Government has considered it imperative to support the Chinese people, we should induce the Chinese revolutionists, the Imperialists and other Chinese malcontents to create trouble all over China. The whole country will be thrown into disorder and Yuan's Government will consequently be overthrown.

Our Government has not been influenced by this policy, but if your Government does not quickly agree to these stipulations, it will be impossible to prevent some of our irresponsible people from inciting the Chinese revolutionists to create trouble in China. The majority of the Japanese people are also opposed to President Yuan and Yuan's Government.

The following prose passage is taken from Ch'u Yuan's biography: "Man came originally from God, just as the individual comes from his parents. When his span is at an end, he goes back to that from which he sprang. Thus it is that in the hour of bitter trial and exhaustion, there is no man but calls to God, just as in his hours of sickness and sorrow every one of us will turn to his parents."

Yuan's ways for producing the proper public sentiment were typically Chinese but entirely effective, and he was making splendid progress, when in May, 1915, Japan put a spoke in his wheel of fortune by taking advantage of the European war and presenting the historical twenty-one demands, to most of which China agreed.
