Live you shall, but live as an awful warning to all those who might have inducements to become "superfluous." They accordingly brought in the New Poor Law, which was passed by Parliament in 1834, and continues in force down to the present day. All relief in money and provisions was abolished; the only relief allowed was admission to the workhouses immediately built.
It has everything in it that a city ought to have, public buildings, statues, fountains, parks, broad streets; and it is about as comforting and lovable as the latest thing in workhouses. It looks disinfected; it has just that kind of rather awful cleanness. At dinner they talk of its beauty and its perfections till I nearly go to sleep.
The consequence was, that the beggars fled before my father's beadles, constables, and overseers; and they were dispersed through other parishes, or led into captivity to roundhouses, or consigned to places called asylums for the poor and indigent, or lodged in workhouses, or crammed into houses of industry or penitentiary houses, where, by my father's account of the matter, there was little industry and no penitence, and from whence the delinquents issued, after their seven days' captivity, as bad or worse than when they went in.

Or they travelled over the country, frequenting fairs, selling, or pretending to sell, knives, combs, and stay-laces. Or they were knife-grinders, tinkers, musicians, or mountebanks. As the winter approaches, they flock into the town in droves. There they obtain a precarious subsistence in ways unknown; some pick up the crumbs that fall from the rich man's table, others overcrowd the workhouses.
Farm hands are not quite as plentiful as they used to be, and there is some difficulty in getting damsels to churn butter. But, on the other hand, we are driving this mob of cultured yokels into the towns to crowd out local labour, to starve, and to fill the gaols and workhouses.
It was a perfectly just proposition if the ratepayers were empowered to determine the object and method of the expenditure; but prohibiting productive work, and forcing them to turn strong men into paupers and keep them sweltering in workhouses instead of laboring to reclaim the waste lands this was not justice.
With every decent fellow who tramps in search of work we must have the greatest sympathy, but for professional tramps we must provide very simply. Most of these men, women and children find their way into prison, workhouses and casual wards at some time or other. When the man gets into prison, the woman and children go into the nearest workhouse.
They further proposed a very large reform in the administrative machinery of the poor laws, by the formation of parishes into unions, the concentration of workhouses, the separation of the sexes in workhouses, and, above all, the creation of a central poor-law board, to consist of three commissioners, and to control the whole system about to be transformed.
There were at that time a million and a-half of people upon the rates: between eighty and ninety thousand able-bodied men within the walls of the Workhouses, and four hundred thousand able-bodied men receiving outdoor relief.
