The President had so well kept his own counsels in regard to the members of his Cabinet that not a single name was anticipated with certainty. Five of the appointments were genuine surprises. Elihu B. Washburne, long the faithful friend of General Grant, was nominated for Secretary of State.
There was a certain incident connected with the Wilderness campaign of which it may not be out of place to speak; and to avoid a digression further on I will mention it here. A few days before my departure from Culpeper the Honorable E. B. Washburne visited me there, and remained with my headquarters for some distance south, through the battle in the Wilderness and, I think, to Spottsylvania.
The Illinois delegation held a meeting, and Logan, Farnsworth, and Washburne urged that we unite in a letter to Judge Trumbull, with a view to influencing his vote for conviction, or of inducing him to withhold his vote if he could not vote for conviction. A number of our delegation opposed it, and the letter was not sent.

Washburne the Sunday before my nomination, I had said to him that Judge Hoar and I were not only from the same State, but that we were residents of the same county, and within twenty miles of each other. Moreover, any public dissatisfaction which had existed at the beginning had disappeared. In the meantime the President had become attached to Judge Hoar.

Mobile battalions also are camped in the public squares. I went to the Hôtel de Ville at about one o'clock, and found Mr. Washburne there. We both came to the conclusion that Trochu had got the upper hand.
A good many of the poorer people who quitted Paris with us never repaired to Versailles at all, but left us at Corbeil or elsewhere to make their way across France as best they could. Another party, about one hundred strong, was, however, subsequently sent out of the capital with the assistance of Mr. Washburne, and in their case Colonel Walker had to expend some money.
