Better education of women in domestic work and the requirements of wifehood and motherhood; the growth of a juster and more wholesome feeling in the man, that he may refuse to demand that his wife add wage-work to her domestic drudgery; and above all, a clearer and more generally diffused perception in society of the value of healthy and careful provision for the children of our race, should build up a bulwark of public opinion, which shall offer stronger and stronger obstruction to the employment of married women, either outside or inside the home, in the capacity of industrial wage-earners.
If, on the other hand, they constituted a large proportion of the whole population, the gap would be correspondingly great, and the reactive effect to check production would be disastrous in proportion." "And what was the actual proportion of the total population made up by the wage-earners and original producers, who by the profit system were prevented from consuming as much as they produced?"
Seeing that the wage-earners are those who do the dreariest and dirtiest jobs, and that the profit-makers are those who take the risks of industry and the enormous responsibility of organising enterprise, they are the classes whom it is clearly most desirable to encourage.
Last on the list of State reports comes an admirable one from Michigan, prepared by Labor Commissioner Henry A. Robinson, issued in February, 1892, which devotes nearly two hundred pages to women wage-earners, and gives careful statistics of 137 different trades and 378 occupations.

It is by slower and less showy methods that the new world must be built: by industrial efforts after self-government, by proletarian training in technique and business administration, by careful study of the international situation, by a prolonged and devoted propaganda of ideas rather than tactics, especially among the wage-earners of the United States.
